Ответственное отношение к выборам формировалось в советское время со школы. По поручению комсомольской организации впервые мне – восьмикласснице доверили дежурить на избирательном участке в депо железнодорожной станции на выборах в Верховный Совет СССР. Предварительно нас основательно инструктировали, и я прониклась чувством ответственности. Хорошо помню тот солнечный мартовский день и ощущение большого праздника. С тех пор не пропускаю ни одной избирательной кампании на протяжении 42 лет. Волеизъявляюсь осмысленно. Правда, замечаю за собой такой парадокс: по результатам голосования, как правило, попадаю в меньшинство, а живу как большинство. Например, на выборах первого президента РФ голосовала за Б.Н. Ельцина, а получилось, что «автоматически» проголосовала за олигархический капитализм. Хотя всегда была сторонницей развитого социализма. С интересом знакомилась с его моделями на примере Швеции и Сингапура. В то время и в нашей стране началась модернизация экономики, появились ростки хозрасчетных отношений, создавались кооперативы, фермерства, пошло в рост индивидуальное предпринимательство. Я как журналист знакомилась у нас на Урале с передовым опытом по оживлению экономики, поэтому для меня было очевидно: рабочему не нужны станки, стоматологу – зубоврачебные кресла, учителю – парты, но все они хотят быть допущенными к распределению результатов своего труда. Появилась заинтересованность в экономических знаниях, и хозрасчет дал то, чего годами не могли добиться партийные школы: народ стал заинтересованно разбираться в делах своего производства. На мой взгляд, основные средства производства в нашей стране должны были оставаться в собственности государства, а вот интеллектуальный труд иметь достойную оплату, зависящую от результата. Но мой голос против капитализма не был услышан на референдуме о том, нужна ли частная собственность в нашей стране, включая основные средства производства. И сегодня я с горечью взираю на «оффшорные шалости» отечественных олигархов, когда 90% крупного российского бизнеса и столько же флота с российскими судовладельцами зарегистрировано в оффшорах. 80% сделок по продаже российских ценных бумаг проводится через эти зоны. В то время как основные фонды предприятий ветшают, долги по зарплате растут вместе с безработицей. И только в прошлом году из страны через оффшоры утекло более 200 млрд. долларов, или 6 трлн. руб. Эта сумма вдвое превышает размер дефицита бюджета РФ на 2009 г. (выделенное – из «АиФ», №35, 2009 г., «Деловая среда»).
Может быть наивно, но опять я полагаю, что экономическую ситуацию в стране можно исправить, не прибегая к революционным мерам. Я исправно голосую за отечественных лидеров и жду от них патриотических решений. Мне хочется спросить российских парламентариев обеих палат, чего им не хватает, чтобы обуздать отечественных олигархов? Ведь даже в США - верном оплоте мирового капитализма молодому президенту Б. Обаме удалось принять меры законодательного характера против оффшорных схем. И это может принести американской госказне 210 млрд. долл. А у нас?!
Не получив от единороссов в Госдуме ожидаемых результатов, я голосую на выборах за «правую» оппозицию, разделяя их понимание экономической ситуации в стране и одобряя предлагаемые ими меры борьбы с коррупцией. Но достаточно высокий барьер на голосовании практически выдавил «правых» из борьбы за парламентские места и отстранил от политического влияния. И тут уместно сказать, что недавняя либерализация избирательной системы РФ весьма своевременна.
А теперь несколько слов о совершенствовании российского избирательного права с позиций защиты думающего меньшинства. Раньше выборы считались состоявшимися, если проголосовало не менее 25% от числа зарегистрированных избирателей. Теперь эта планка отменена, и «законно избранным» градоначальником порой становится человек, за которого проголосовало всего-то 10-15% населения. Не видя достойной кандидатуры в избирательном списке и не имея возможности сказать «Против всех» (эту строку убрали из бюллетеней), протестная часть населения вообще перестает голосовать. Низкая избирательная активность – это своеобразный сигнал, что с выдвижением кандидатур на выборах не поработали или поработали плохо. В этой связи, чтобы учесть позицию протестного избирателя, я предлагаю внести в закон об избирательном праве условие:
* если выборы состоялись при низкой явке избирателей (менее 25%, что нередко происходит на муниципальном уровне), то результат считать нулевым и тогда поручить органам местного самоуправления назначить кандидата на пост главы действующей администрации на означенный срок. Я считаю, что результаты проверок контрольно-ревизионных органов управления (КРУ) финансово-хозяйственной деятельности органов местного самоуправления должны быть в обязательном порядке опубликованы в действующих СМИ в кратчайший срок после подписания, чтобы избиратели в случае необходимости могли задать свои вопросы и получить разъяснения, понять мотивы, которыми руководствовался избранный ими человек. Эта норма прописана в федеральном законодательстве, подтверждена в региональном. Но не всегда соблюдается, потому что ряд градоначальников предпочитают по-тихому уйти с занимаемого хлебного места.
Избирательное право наступает с 18 лет, а не так давно Президент РФ предложил установить этот возраст как минимальный для избрания депутатов органов местного самоуправления. Есть вероятность, что данное положение вступит в силу к моменту назначения выборов на март 2010 года. Вовлечение молодежи в активную политическую жизнь страны весьма своевременно. Нынешнее поколение школьников увлекается ролевыми компьютерными играми, и я предлагаю создать российскую версию широко известной игры в империю, чтобы дети в игровой форме моделировали управление городским хозяйством, промышленностью и инфраструктурой, малым бизнесом, выстраивали экономику и формировали бюджет. Надо помогать проявляться лидерским талантам наших детей со школьной скамьи, учить их выдвигать на выборы в органы местного самоуправления своих достойных сверстников.
Теперь о роли СМИ в избирательной системе. Во-первых, общественно-политические издания не должны иметь в учредителях власть. С властью пресса должна сотрудничать на договорных условиях, как со всеми остальными. Только экономическая свобода и независимость позволят СМИ выполнять в обществе ту роль, ради которой они существуют: быть зеркалом общественно-политических процессов. И второе: местные СМИ до выдвижения кандидатов должны почитать за честь как можно ярче и убедительнее рассказывать о достойных земляках, причем не только их биографию, но и раскрывать внутреннее содержание, человеческий стержень. Чтобы местные партячейки могли получше приглядеться к людям и решить, кого можно поддержать на выборах, кто достоин работать во власти. Ведь не секрет: любая выборная кампания требует больших средств, которых может не оказаться у весьма достойного человека. Вот тут и потребуется партийная поддержка.
На выборах всех уровней теперь отменен денежный залог. Это заставит бизнес, который стремится во власть для лоббирования своих интересов, больше считаться с мнением населения, которое в случае чего может проголосовать «ногами».

Лучше на уровне дискуссии устранить возможные пробелы в законотворческой деятельности, чем потом всю страну будет корежить от сырых решений и просчетов. Избирательная система Российской Федерации должна совершенствоваться, отвечая на вызовы времени и выстраиваясь под эволюционный путь развития Отечества. И я очень хочу, чтобы мы – избиратели не чувствовали себя в ней пешками.
